On Dec 12, 1992, with approval by the State Council, Xingshan County proper would move from Gaoyang Town to Gufu Town. The general layout of the new county proper has a population of 30,000,with a land –use for 2.13sq.km, the population scale in the far future is 50,000,with a land use scale of 3.8sq .km..
      The construction of the new county property persists in the thinking of regarding the people as the fundamental, orientating the objective to building it into a garden city with hills and streams,tourism cultural city and ecological environment city, with greening rate for over 38%.We have built 2 spuares and 1 riverside park.In the layout ,We strictly implement the separation of the function area, and the separation of the public building with living housing,and adopt the method of jointy building or building office houses or constructing jointly building between the units, all inhabitants moved here are living in the houses built in the central area。The power supply ，telecommunication and broadcasting TV line in the central areas will implement 3—line being placed into the ground ,no exposed line on the ground ,no pollution to the environment ,no dead angle for the ground ,on September 28 ,2002, the new Xingshan Country proper was officially completed.
